Developers & Investors

The East 10th Street Civic Association offers a number of strategic resources and incentives to support developers and investors interested in joining the 10 East Main Street neighborhood business district.

Programs available to developers and investors include strategies and assistance with land acquisitions, tenant recruitment, pre-development activities, Brownfield development funding, and access to development guidelines, studies and plans.

Land Acquisition Strategy and Implementation

Pre-development assistance including but not limited to:

  • Appraisals
  • Feasibility studies
  • Environmental studies

The Civic Association can help developers gain access to grant dollars and can help build relationships with existing and new property owners.

Tenant Recruitment Strategy Assistance

A Tenant Recruitment Specialist can help qualified property owners with strategic tenant recruitment efforts. This service is offered at no cost to property owners. Several prerequisites are required including: clean-up of site, tenant plan, zoning compliance, and current property taxes.

Brownfield Development Funding Program

Offers access to matching grant money through the City of Indianapolis and Local Initiatives Support Corps (LISC) to conduct environmental testing and necessary remediation.

Technical Assistance for Pre-Development Activities

The East 10th Street Civic Association can act as developer for pre-development activities including, but not limited to, appraisals, feasibility studies, and environmental remediation.

Developers, investors, property/business owners and residents have access to the East 10th Street Civic Association’s strategic work program that drives revitalization of the 10 East Main Street neighborhood business retail district.

East 10th Street Retail Market Profile Study (2010)
The East 10th Street Retail Market Profile, conducted by LISC MetroEdge provides concrete information about the retail and service opportunities in the business district, identifies the total level of buying power in the area, and compares where that buying power is currently spent.

Near Eastside Neighborhood Retail Study (October 2001)
Results from comprehensive neighborhood study include information on neighborhood profiles, existing retail and service uses, market demographic overview, development opportunities, and retail development target areas.

East 10th Street Study (July 2000)
This study of the East 10th Street breaks the district into several nodes and details current land use challenges and opportunities; outlines retail businesses and services needed in community; and speaks to next steps for each node. (Hard copies available through the Civic Association.)
