What have we been up to on East 10th Street for the past seven years? As of January 1, 2010, the East 10th Street Civic Association has facilitated and coordinated:
- over $2 million in public, private, and other funds for improvements to the East 10th Street corridor
- assistance to over 75 businesses along the corridor
- new ownership of 19 significant real estate projects
- 53 façade or business signage improvement projects
- 17 public art installations

Retrofit Ramp-Up Grant Announced
The near Eastside will benefit from a $10 million Neighborhood Retrofit Ramp-Up Grant, designed to help small businesses and homeowners retrofit their appliances and furnaces to become more energy efficient.
The City of Indianapolis was recently awarded this grant on behalf of the near Eastside. A total of 240 businesses, 22 non-profits and 800 homes in the near Eastside will be targeted under the Neighborhood Sweeps Program in the fall of 2010.
The Retrofit program will include neighborhood retrofit sweeps, energy audits, energy management services, outreach toolkits and training. The retrofits will be good for and up to $2,000 per business structure and $1,500 per residential structure. These will be paid for through direct grants. Funding is expected to be available this fall.
The retrofit upgrades will be restricted to:
- installation of insulation
- installation of efficient lighting
- upgrading heating, venting, and air conditioning (HVAC) and high-efficiency shower/faucet upgrades
- improved weather sealing
- the purchase and installation of ENERGY STAR appliances
- installation of solar-powered appliances with improved efficiency
- replacement of windows and doors
Our hope for the Neighborhood Sweeps Program is to create momentum and credibility for the Retrofit project. The near Eastside hopes to meet at least a 7% participation rate amongst existing residential, commercial and non-profit structures.
