East 10th Street Retail Market Profile

The East 10th Street Retail Market Profile, conducted by LISC MetroEdge provides concrete information about the retail and service opportunities in the business district, identifies the total level of buying power in the area, and compares where that buying power is currently spent.

Urban Design & Gateway Planning

The East 10th Street Civic Association, along with Storrow Kinsella Associates and input from community members, have developed an Urban Design and Gateway Plan for public spaces along East 10th Street. The goal of the plan is to enhance economic development opportunities by developing a sense of place for the East 10th Street district and rehabilitating existing public spaces using common design elements.

The scope of the project includes leveraging infrastructure improvements to balance East 10th Street’s identity as a destination and passageway to downtown Indianapolis. The finalized plan includes multi-modal transportation opportunities to increase accessibility and enhance the functionality of the district. Common design elements such as signage and landscape features will create a cohesive identity for the district. Using principles of sustainability, ecological integration and conservation, and social equity, the plan will build upon the district’s unique cultural and historical aspects to enhance the area’s economic vitality.

The plan was approved in April 2010, and construction will begin in the summer of 2010. Construction phases will be:

Phase I—Construction on the three blocks between Tecumseh Street and Keystone Avenue will begin mid to late June 2010. Phase I construction is expected to be completed by December 2010.

Phase II will encompass College Avenue to Tecumseh Street.

Phase III will span from Keystone Avenue to Olney Street.

Fundraising efforts continue for the remaining phases of streetscape improvements.

Great Indy Neighborhoods and the Near Eastside

Great Indy Neighborhoods (GINI) is a citywide collaboration created to build healthy communities through a holistic approach that integrates civic, social, physical and economic development. The near Eastside became a selected target area for community development under GINI when the Near Eastside Collaborative Taskforce was formed in 2005 to address critical quality of life issues on the near Eastside. With the leadership of NESCO, the taskforce is facilitating community building and the implementation of a quality of life plan.

The Civic Association was involved on the initiative from the start by helping to establish and form the Near Eastside Collaborative Task Force. After providing important information regarding the business community in the Quality of Life Plan, the Civic Association will play a lead role in the implementation phase. The Civic Association is working with the Business and Economic Development Action Team to address their first priority—developing the East 10th Street business corridor.

Objectives under this priority include:

  • Facilitating continued development of key nodes along the 10 East Main Street Corridor to create a focal point for the East 10th Street neighborhood business district;
  • Focusing on business retention, development, and recruitment efforts;
  • Securing continued funding for incentives for existing and new businesses (including dollars for façade improvements, rental and build-out assistance, new business signage, and technical assistance);
  • Connecting the Indy Cultural Trail with the Near Eastside via 10th & Monon gateway, and exploring the development/connection with a Near Eastside Systems Trail.

Design Guidelines for Infill Construction

The East 10th Street Civic Association’s Design Committee will develop design guidelines to address the need for new construction to fill empty parcels along the 10 East Main Street neighborhood business district. These guidelines will be beneficial to new developers or property owners interested in investing in the district. The Guidelines should be complete by June 2008.
