East 10th Street Civic Association

Business & Property Owners

The East 10th Street Civic Association offers a number of strategic resources and incentives to support business and property owners to help them achieve their business development goals.

Programs available to business owners include business signage, rental assistance, build-out assistance, business marketing support, mentoring support, and a discount paint program.

Property owners can benefit from real estate marketing, tenant recruitment, employee referrals, and information on development guidelines.

District-wide development assistance from which both business and property owners can benefit includes direct marketing support, a crime watch initiative, streetscape improvement program, litter awareness campaign, and mobile mural program.


Business Assistance

Rental Assistance

This matching grant program has been created to help offset initial start-up costs for new businesses joining the district.

  • Reimbursement up to 50% of the monthly lease rate.
  • $500 per month maximum reimbursement (for up to 3 months).
  • Available through August 2008.

Applicants will be asked to submit a copy of a signed lease, an updated business plan, current or projected financials, proof that property taxes are current, and evidence that the business has secured appropriate liability and other insurance.

Build-out Assistance

New, committed business owners can apply for matching grant funds to assist with start-up costs associated with the build-out or development of space.

  • 50% matching grant program, maximum match of $3,000.

A signed lease, completed business plan, current or projected financials, and appropriate liability insurance are prerequisites to applying for the funds.

Business Marketing Support

Support services include:

  • Collaborative advertising opportunities
  • Assistance with business plan development & review of business plans
  • Strategic assistance for special event planning

Code Compliance/Health & Hospital Liaison

Assistance is available to address code compliance, rezoning/variance procedures, and building health questions as it pertains to commercial or mixed-use building structures.

Mentoring Partnerships

The Civic Association can connect new business owners to established retailers on the corridor for mentoring support. Mentoring and networking opportunities are also available through formal and informal Civic Association meetings and gatherings.

Employee Recruitment

Employment specialists at the John H. Boner Community Center can help screen potential employees, serving as a pseudo human resources department for small businesses.

Paint Discount Program

Area businesses can enjoy a discount on paint purchases from companies such as Benjamin Moore, Porter Paints, and Sherwin Williams. The Civic Association also provides expertise in recommending fitting color palettes.

PROPERTY OWNER ASSISTANCE

Real Estate Marketing Assistance

Services include:

  • Free customization of a property-sales document with property details, with first 10 copies printed free of charge.
  • Free customization of professional real estate signs for promotional use (refundable deposit required)
  • Property promotion via www.civicassoc.org and www.focusindy.com Web sites.

Tenant Recruitment Strategy Assistance

A Tenant Recruitment Specialist can help qualified property owners with strategic tenant recruitment efforts. This service is offered at no cost to property owners. Several prerequisites are required including: clean-up of site, tenant plan, zoning compliance, and current property taxes.

Commercial Facade Improvement Program

Resources are available for businesses to improve their curb appeal.

  • 50% matching grant program
  • Can be used towards lights, signage, windows, and other rehab efforts.
  • Maximum match is $20,000.
  • Available twice a year, in February and July.

Better Buildings Grant

District businesses and homeowners can benefit from the Better Buildings Grant to retrofit buildings to become more energy efficient. Funding is expected to be available in spring 2011. District Marketing Strategy and Support

District business and property owners can work directly with the East 10th Street Civic Association for direct marketing access for retail events, focus groups and grand openings to more than 40,000 residents living in the 21 near Eastside neighborhoods.

East 10th Street Crimewatch and Prevention Team

Residents, business, and property owners have access to a liaison that collaborates with IMPD, the Mayor’s Office, prosecutor’s staff and the Near Eastside Community Organization (NESCO) to offer crime prevention education and planning.

Streetscape Improvement Planning and Funding

Access to periodic funding to support placement and purchase of trash receptacles and banners as well as development of green spaces, tree plantings and planters.

Mobile Mural Program

A public arts initiative with Arts Council of Indianapolis and other partners for streetscape improvement. Through the program, local artists paint and attach murals on vacant or boarded up buildings. All murals are mobile and can be moved around the community. This program is open to any property on the corridor
